This is our third of a series of articles on the scheduled release of checks by state under the unemployment extension 2010 bill which was recently signed into law by President Barack Obama. In this part we cover the following states: Pennsylvania, Ohio, North Carolina, Georgia, Indiana, Alabama and Oregon.

PENNSYLVANIA (www.uc.pa.gov)
The Pennsylvania Department of Labor and Industry posted a press release on July 23 saying claimants should “receive payment within two weeks.”
The press release mentioned:
“President Obama on Thursday signed into law House Resolution 4213, extending the emergency unemployment compensation, or EUC, program and full federal funding of state extended benefits through Nov. 27, 2010. The law is retroactive allowing eligible claimants to be paid for weeks of unemployment after the previous law expired on June 5.
If you continued to file your EUC bi-weekly claim for weeks after June 5, your claims will be processed immediately, and you should receive payment within two weeks. Eligible individuals who did not file EUC claims after June 5 are encouraged to do so immediately online at www.uc.pa.gov. Claims also may be filed through the PA Teleclaims, or PAT, system at 1-888-255-4728. All eligible claims will be processed and paid as quickly as possible.”
OHIO (http://unemployment.ohio.gov)
Ohio’s Department of Jobs and Family Services posted a message on its site saying “Because of the late passage of this extension, claimants may notice a delay in the posting of funds to their accounts.“
The same message urges “claimants to continue to file for benefits, which will be retroactive to the former program deadlines of May/June, 2010 by calling 1-866-962-4064 toll-free between 7:00 AM. and 7:00 PM, Monday through Friday, and between 9:00 AM and 3:00 PM on Saturday.”
The message adds further “The new legislation extends the deadlines as follows: EUC, or federal extended benefits. The legislation extends deadlines for this program from May 29, 2010 to November 27, 2010. Eligible individuals may continue to collect benefits until April 30, 2011. This program continues to offer a maximum of 53 weeks of extended unemployment benefits. The new legislation did not add any more weeks of benefits.”
NORTH CAROLINA (https://www.ncesc.com/)
The Employment Security Commission of North Carolina informed claimants on July 22 “The ESC is working with the Department of Labor to implement this change (unemployment extension 2010) as quickly as possible.“
The site also urged beneficiaris “If you are currently filing for benefits please continue to do so. If you are not currently filing for benefits our agency will notify you on how to reinstate your claim.”
GEORGIA (https://www.dol.state.ga.us/)
The Georgia Department of Labor said it is identifying individuals who potentially meet the eligibility requirements, as outlined in the unemployment extension 2010 legislation and that “Benefits payments are expected to be made by Friday, July 30.”
Labor Commissioner Michael L. Thurmond urges those who may be eligible to monitor the department’s web site www.dol.state.ga.us for up-to-date information, the Department said.
INDIANA (http://www.in.gov/dwd/)
The Indiana Department of Workforce Development said on July 22 “It will take a couple of weeks to reprogram our computer system and restore benefits to eligible Hoosiers.” It urged claimants to check their site for updates.
ALABAMA (http://dir.alabama.gov/ )
Alabama Department of Industrial Relations Director Tom Surtees said on July 23, “All claimants who exhausted any portion of their unemployment compensation benefits following the June 5 expiration date should continue to file their weekly certification, either online or by phone. DIR is beginning to process both future claims and those that are retroactive to June 5. We assure you this will be a smooth and efficient process, but it will take several days to implement. Please be patient as we work to get claims paid as quickly as possible.”
Claimants can certify (which simply means notifying DIR that one is still unemployed and available for full-time work) online at www.dir.alabama.gov or by calling 1-800-752-7389.
OREGON (http://www.employment.oregon.gov/)
The Oregon Employment Department posted the following message on its website:
“The Oregon Employment Department reports that claimants do not need to take any action. Department staff will move Oregonians into the new program automatically. Due to high interest in this new law, traffic to the unemployment insurance call centers is high. Oregonians should refrain from calling to inquire as to whether they will benefit from this new law. The Department has a record of each claim and will notify affected individuals. Oregonians can always inquire as to the status of their claim by going to www.WorkingInOregon.org/ocs .”

Dear MiddleClass Americans;
I feel that President Obama has helped us as much as he possibly could given the situation this time. Unemployment extension passed by 59-39? Meaning that it very barely squeezed by. For those of us that were given this lifeline, we ARE very grateful. {BUT} We really need to help the President as much as possible, so that the next time a situation like this arises we’ll have both the Senate and Congress on our side with the majority of votes we need.
We HAVE TO understand that the previous administration and most of the Republican Representatives advocates ONLY on behalf of the rich and corporate welfare (for 8 years!) Meaning all of us middleclass Americans are being overlooked and (dare I say it?) SOLD OUT.
The middleclass is facing a perilous times AND IF we don’t push hard to save ourselves, the American middleclass, as we know it, will be diminished.
If you surf, anywhere, on the internet, you will notice that false propaganda and negative campaign is being spread against our President and against ANY Democratic Representatives who advocate on our behalf. These are Professional Bloggers(even though they will never admit to it), they are paid to sit and defame, distort against interest of ALL of us middleclass Americans. DON’T TRUST THEM, and keep trying to persuade your friends and family to vote and support the Middle Class. This could be our last stand. The President has his hands full. The US is dealing with problems with North Korea, Iran, and China. Domestically, Republicans are bringing ALL new bills to a standstill. Republican tea party are calling this process of Obstruction to progress “Tea Bagging” Meaning, they are talking pride in Obstructing ANY attempt at progress.

Anywhere between 1 to 5 weeks. 1 in an easy case scenario, 5 meaning the complexity of the claim. So for those individuals who exhausted any time between June 2nd to date, if they continue to file their claim, those should be somewhat easy to take care of and start processing those claims and paying those benefits back to that date. Some of those folks who did not continue to claim their weekly benefits after they exhausted, are going to have backdate their claim.
The legislation does not actually ‘extend’ unemployment benefits, as the federal government has done four times during the last two years. People still won’t be able to get benefits any further than the previous 99 week limit, it just allows them to continue to move up through the ‘4-tier’ extension system the government has set up.
This does not open up another tier, it just opens up another door for the individuals who have exhausted or will exhaust from here to Nov. 30th to partake in additional benefits that have already been provided by previous federal legislation.
Continue filing your weekly certification claim. If you have not, the unemployment will work with you. They will be sending informational letter with instructions on how to apply. Look for that in the mail…
Teresa, how long was it before you received a letter from the state of indiana letting you know if you qualify for the extended benefit program????
Indiana: I hope your working on configuring your computers throughout the weekend as well as your normal working hours. The Hoosiers need that unemployment owed to us before we become homeless!
It has been almost 2 months since I lost benefits. This is crazy. Indiana needs to get up to speed for the future.By the time they get it up and running my tier 2 that is retro will be over. It’s been already 8 weeks of no benefits. What is tier 2 (13) total?

I called that number For Ohio Saturday got a message to call back between 7am and 3PM, it was 11:00 am, Called back Monday Morn. at 7:00 am, it took me 40 calls to get in, I have been on hold every since 3 1/2 hours and counting just to file a claim!!!!!!
I also called the number on the Ohio website, I was on hold 7 1/2 hours, totally unacceptable!! They reopen your claim and tell you that you need to wait for a letter for further instructions, they also said the checks should be out soon, by the end of the week.
Called the number for Ohio-Finally got a recording after getting a busy signal all day.This was at 2:30 pm. I was ask to leave phone number and they would return my call within one to two hours.It is now 6:45 and NO RETURN CALL!
When I look at Ohio’s website it said all my weeks are denied but when I talked to a person they said there is no reason for it not to extend and be paid. I’m extremely confused, does anyone else in Ohio say denied under the payment section?
I was told that your account will be updated in about 5 days and that I should be able to file my next week on Sunday.
Mine all say denied too. I called and they said there is nothing else to file or do… just to wait!
This is the newest update I found today for the state of Alabama if anyone by chance is here from Alabama or just wants to know. Seems to be very good news & it makes me hopeful for my state & everyone else’s state as well. Stay strong, have hope, & God Bless…:-)

IMPORTANT NEWS ABOUT FEDERAL EXTENDED UNEMPLOYMENT COMPENSATION
AND ALABAMA HIGH EXTENDED BENEFITS UNEMPLOYMENT COMPENSATION (HEB)
Legislation to extend the ending date of the Emergency Unemployment Compensation program (EUC08) and the High Extended Unemployment Benefits program (HEB) was signed into law by President Obama on July 22, 2010. See the summary of the legislation below. *
Staff at the Alabama Department of Industrial Relations is working now to make the necessary changes and expects to pay these additional benefits before July 30, 2010.
If you are still unemployed, you should continue to file weekly certifications as usual. You will be notified by mail if you are entitled to additional benefits.
Please note: The new legislation did not include any additional tiers of benefits for EUC or any extra weeks for HEB. Claimants who have already received all EUC and HEB benefits will have no other benefits available.
* Extension of Emergency Unemployment Compensation (EUC) program:
Extends the EUC program through November 30, 2010 with a phase-out lasting through April 30, 2011 and is retroactive back to June 2nd.
* Extension of Extended Benefits (EB) program:
Extends 100 percent of Federal funding for the Extended Benefits (EB) program to December 1, 2010 with a phase-out to May 1, 2011.
* Federal Additional Compensation: (the extra $25)
It does NOT extend the FAC program. The program ended on June 2, 2010 with a phase-out period for current FAC recipients ending on December 7, 2010.
When I check the Ohio Web Site it said my benefit balance is $0, it does not show any past payment under history, under correspondents it shows my last payment on June 14 but it does not show that I even applied for any additional weeks of unemployment, I am also confused, I did call the automated system and that said my claim for week ending 8/17/10 was denied has this happened to anyone else?
I am in Ohio and I have been filing my claims every week in hopes that the benefits would be re-instated.
There is no claim information available on the website as of today.
Each time I call the claims office I get a different story as to when the checks will start being mailed/deposited.
One lady could tell me nothing. One told me yesterday they would start in a week. Another lady told me today it might be 3-4 weeks.
You can get absolutely no information on their website except there might be a delay in processing checks due to the late passage of the bill. Several states have already started processing checks if I’m not mistaken, so “the late passage of the bill” has nothing to do with it.
It has to do with their lack of preparation in getting the system geared up to re-instate checks. All those that called in should have had their accounts updated and those checks should be rolled out. The only people that should be experiencing delay are those that did not call on a weekly basis. This is unacceptable!
Spoke with Alabama Dept Industrial Relations this morning and she couldn’t give me any idea when the money will be on the card. Even though it says on the website that claims should be paid by July 30th. That date means nothing, she said.

Amazing. The gov’t gives the ext to ppl who have been on unemployment for over a year, more benefits. But those who were terminated later get the shaft. So if someone who is unemployed for a year cant get a job, they get several more months of UC than someone like I do. I get 26 weeks, but those who were terminated 6 months before I did, will be on unemployment for 6 months after mine ends….how does that make sense?
Here it is Christmas time no jobs to be had, no unemployment, and the goverment wants to fuss about the rich people….I just got laid off a couple of weeks ago-with kids that dont understand why things are the way they are! I just wish half of the people that are fussing over the rich-would have to spend one month or even a week in my shoes!! Pass the extention…..!!!!!
