The legislation does not only aim to help 99ers – those who have expended the maximum 99 weeks of federal unemployment assistance. The bill also seeks to cut taxes for businesses that hire new workers who have been looking for work the longest time.
The Tier 5 unemployment extension 2010 bill is cosponsored by Senators Charles Schumer (D-NY), Harry Reid (D-NV), Dick Durbin (D-IL), Carl Levin (D-MI), Bob Casey (D-PA), Chris Dodd (D-CT), Sherrod Brown (D-OH), Jack Reed (D-RI), and Sheldon Whitehouse (D-RI), according to a message posted on her website.
The 99ers are set to be provided with 20 additional weeks of unemployment insurance for individuals in states with an unemployment rate of 7.5% or higher if this Tier 5 bill is enacted into law.
The Tier 5 unemployment extension bill also benefits 99ers through incentives accorded to businesses who hire them. The Americans Want to Work Act extends through 2011 the successful HIRE Act tax credit, signed into law earlier this year, to encourage businesses to hire workers. HIRE Act allows businesses to cut payroll taxes for hiring workers who have been out of work for longer than 60 days and provides them a $1,000 general business tax credit for each worker employed for at least a year. Senator Stabenow’s Tier 5 bill also doubles the tax credit to $2,000 if businesses hire 99ers (workers who have totally exhausted their unemployment benefits).
“I know that these men and women want to work and have been trying their best to find jobs in this difficult economy,” said Stabenow. The Tier 5 unemployment bill “cuts taxes for businesses that hire new workers who have been looking for work the longest.” And, “also provides 20 more weeks of unemployment insurance to people in states like ours with the highest number of people out of work,” the Senator from Michigan said.

Thank God! And Bless Her Heart. Thank God for the Democrats. I just hope it will pass soon before more people suffer needlessly. It’s pro work by giving employers incentives. It’s brilliant. It’s a great start. I like some of the other ideas as far as incentives for companies to hire in US, limit overseas hiring or pay higher taxes for it, push to buy American.

Thank God for Debbie Stabenow and Sander Levin. They have fought for the many folks who have worked and paid taxes for decades and are now falling through the cracks.
I realize everyone must pay taxes, and I have, diligently for many years. But for the last couple of years I have been out of work despite my best efforts to find something. As you can probably imagine, it makes for a very difficult situation when you have a family and cannot provide for them like you used to.. And then the state decides it needs your money worse than your family does and empties you bank account and not only taking every last penny you own, but actually leaving a negative balance caused by an overdraft from buying food. Being a veteran I used to have a view of how great this country can be from the inside. How refreshing to see a U. S. Senator actually “keep” a promise during my lifetime. Now that’s a first! May the light shine upon her. I hate to be the bearer of bad news, but this extension does not have the 60 votes needed in order to pass. Even Senator Stabenow has stated this openly. She is only proposing the extension in order to keep her promise (and in order to buy votes.)
I am so disgusted with the Republicans. And what is with Pelosi? Jesus. These Dems are in control of both the Senate and Congress, AND they have a Dem president.

I think it may have a chance. they called the house back today for the jobs bill for teachers and state workers. I just have to say I’m a 99er but only received 79 . Since loosing my dream job I have found part time work become a volunteer, attended school and have been penalized by being cut of each time I have tried to better myself . I love my career I want it back. I have been lucky enough to obtain part time work that keeps my skills fresh but doesn’t keep the roof over mine and my daughters head. She had to drop out of college because I made too much money before I was layed off. We have become homeless twice and couch surfed, lost many of our personal items. Through it all we have remained as active and giving as we can be. Americans can help eachother just as these blogs have at times felt like our only hope. I am ashamed to be an American under our current leaders. What has been done to people like myself who have taken iniative and not advantage is a crime. We let people in our corn fat nation go hungry. I personally have gone hungry many times to make sure there is enough for my daughter. If this doesn’t pass before break I am ready for a revolt. I believe it is the only true American thing to do. I am a woman willing to raise up arms against this greed machine joke of representation we call our government..God Bless everyone who knows how hard it is to look for work with no resources to feel sick depressed worthless and scared . It should never have taken this long . Let’s pray that Buffet and Gates and the other billionares who have stepped up and put 50% of their personal fortunes on the line can make some real change..change we can believe in ..

This news is definately a breath of fresh air beacause I have been breathing on an oxygen tank for so long I think that I have forgoten how to raelly breath. We have been going through this devasating situation far to long. God does understand that we are all in a struggle right now. I belive he will make this happen. The planet is under a strinuous test right now. God knows who his soldiers really are. Every body I’m sure feels like the Republicans have won the battle, but I gaurantee you they will not win the war. I am predicting this. So every body hold on tight. Keep the faith. My car has been taken away… House foreclosed on… eviction in process… Cell phone shut off ages ago, no internet until my wonderful neighbor let me use his wireless (when it doesn’t drop)
My kids have cried countless times because we have to leave their HOME, which we bought because it is across the street from their school. I have no money left for first & last + security deposit on an apartment.
I have no transportation other than walking and cabs which cost SOOO much… also I ended up in the hospital two months ago because I almost died when my appendix and bowels BURST at the same time and I was stranded in my house alone for 3 days suffering so badly i couldn’t make it to a phone or call for help in any way… thanks to my neighbor for finding me and calling an ambulance… saved my life.
Spent a month in the hospital while the horrible mortgage company (Nationstar) sold my house to Fannie May and they seem to want me out NOW and are sending a sheriff to take me out and take all our belongings away! Oh we can get them back if we pay for the crew who removes it, the truck they use, and the storage bills that will be HUGE… and they are using a storage company that is over 75 miles away! so that bill should be nice…. good by EVERYTHING we ever knew and needed.
I am still too weak and in too much pain (Surgeon says it will be at least two more months until i can do almost ANYTHING) to move.. can’t pack or carry anything. Can’t transport anything, if I could, I have nowhere to take it.
they gave me “emergency” food stamps for two months… at $100.00 a month ( which sucks but it is actually helping since I have $5.00 to my name now)
I can’t sleep since the hospital, I am in constant pain, depressed beyond belief, and feel as though I am in a dream state most of the time. Now just waiting for the sheriff to show up with movers or however they work it. That day, which is probably less than 3 days away, will be a tough one. I am essentially homeless with no belongings and two little children who do not understand this at all… not to mention the fact that they are just getting over almost losing me completely. I feel so bad for them i can’t take it.
Long story short… hearing this made my lips curl (painfully) up a bit into what can only be described as a ….”smile”?
Unfortunately I cannot go to work at the moment, due to the surgery, but as soon as I can, maybe someone will hire me if not only to get the tax benefits. My resume will now drop all the past experience i have with SO many things… since I have been told I am “overqualified” for any of the hundreds of jobs I have applied for, even though I offered to take less than they were even offering just to WORK!
Pride, my friends, is a distant and fading memory. I would do anything to make my kids feel better, secure, safe and peaceful again.
If I set up a PayPal account and asked everyone to send me just $1.00 maybe I could make something happen, lol. My life is ruined and will not recover for a long time. Thank you so much for submitting this bill… I will take anything I can get at this point.
You know, after I was laid off from my amazing job as a Credit Manager for a huge company… I just assumed I would have no problem getting another job. Just kept sending resumes, pounding the pavement and leaving my info everywhere i went. As some time went by, I just kept thinking… “Oh, it won’t be much longer now… there is no way I will be out of work for too long”.
Cut to me, sitting here in agony, begging congress for ANYTHING at all… let me clean out your couches and keep the change if that’s all you got! But they sit there and plan vacations and pay raises, and do a job that pays so much for soooo little ( for most) I think I should put away the resume… recover… and run for office in the near future.
That is where the real money is, what a racket! No offence to the dedicated hard working officials that are undoubtedly out there. But a bunch of you… and you know exactly who you are, are a waste of this countries blood sweat and tears. Shame on yourselves.

I am so close to losing everything its scary. Dont know what to do or where to turn. Lost my job including benefits when the business closed all in one fast sweep in 2008 after 30 years at the same place. I worked my way up the ladder and had a great retirement package going as well. It’s all gone! I went through my savings last year and have been living day to day solely on my unemployment which has sustained us but with that gone, we are literally a few weeks away from losing it all. I moved to another state because the cost of living was so much cheaper leaving behind my support system but I couldn’t afford to live there anymore. So I am alone and scared.
I have put out thousands of resumes. I am told constantly that I’m over qualified or dont have enough experiences. It’s beyond me how I can be both. I didn’t even qualify for Mc Donalds and Wendy’s, Walmart, Sears, Penney’s etc. I have jumped through hoops to get work but nothing. The stress is killing me because I can’t pay the utilities, buy food, pay for my car, etc.
With all due respect…. making $8.00 would not allow me to pay my rent and put gas in the car to get to a job. I JUST WANT A JOB! one where I can hold my head up high and feel like I’m am worthy to continue on. I didn’t create this mess but WE all are paying for it.
I find it extremely offensive when I see the US sending BILLIONS on stupid things. When are we .. the United States of America… going to start putting ourselves FIRST! There are some who have spend millions of dollars on their election… I do not vote because I dont believe in the electoral college system but you can bet the shirt off your back that I will be there in NOV. If you dont support jobs, human services issues, I will do whatever I can to make sure you dont get elected.
I know for sure, if each person vote had counted – Al Gore would have been president and perhaps this mess would never have occurred.

Reid need to hold the senate so this can pass this week. At least do this while the House is called back for two days and get it all done while everyone is present. I wish we had a Senator like Ms. Stabenow in South Carolina. Pelosi has the balls to hold the House, do you Senator Reid have the balls to hold the Senate? Finally!! Something to be happy about. It has been doom and gloom since April when my tier IV ran out. I hope they can get this thing passed. I have sent out thousands of resumes, even made it to second interviews a handful of times, but still no job after two years! It’s friggin crazy out there!

I salute her for this… I personally have been looking for work immensely and there is nothing out there. Companies are wanting you to work WAAAAY MORE for NEXT TO NOTHING PAY while some of them and their constituents continue to sit on their cans with their coffee and enjoy their ‘hard earned’(HA!) luxurious lifestyle. I had an I.T manager take an idea I proposed in the interview as his own instead of hiring me. Its cold out there and without REAL help and REAL regulation, the gap between the haves and have nots will continue to grow unjustifiably….

Oh Please Lord let this be true!! One week away from no money… Just got two more rejections yesterday. I’m so tired of hearing the words, YOUR OVERQUALIFIED!! My 7 year old daughter and I will be on the street by the end of August. Not sure where Im getting money to put food in her mouth. I’ve never ever experienced anything like this and it has been so traumatizing, depressing and down right scary. I didn’t ask to loose my job, I loved my job, had it for 13 years. I worked hard to get where I was and now all I get is your overqualified or you haven’t been in any other fields but one. I cry myself to sleep every night staring at my child, thinking I failed her…. Please help us!!! Bring forth tier 5, and get these people to start hiring again!!!
I have been unemployed since May 2008 other than the temp position with a pipeline company in late summer /fall of 2008. It is frustrating to apply and not get considered because I am unemployed.
Any employer who practices this policy of not considering the unemployed should be fined say 100 million dollars
I am living with part of last months rent not paid and none of this months. I have not $1 left to my name. I have food for the month and a tank of gas for interviews. I am really scared and at any given time will be packing only my clothes and moving to a tiny town up north with my parents who are in their 70′s. There will be no job prospects there. I have worked since I was 16 am now 47. With out this extension, at this point, I think I would rather be dead. I don’t need you pity I need a f-ing job…
Everyone now should cut and paste this article or at least the list of Reps that support it and then email their own Representatives and ask why they are not on this list supporting their own constituants in this time of crises.

My fellow 99er’s our Government has signed a proclamation to our DEATH!! Moreover, as we all know our government has formally delivered its dilapidated propaganda of the American dream. However, the 99er’s are the forsaken and foregotten. Our Government commanded the 99er’s to march forward into despair because there are no jobs for us to bear.
In other words by excluding the 99er’s from the HR4213 bill. We are forced to leave behind the loves ones we once cherished, family heirlooms and treasures of what may have been. Because as a man you feel that you can no longer support their needs or hearts.
“A man without a Job” is like a man that does not exist!! And without the HR4213 bill extension the 99er’s will not exist!!! But let me say this! My fellow 99’ers. The Banks and Wall Street are doing business as usual reporting high earnings; High credit card interest rates. Foreclosure’s for the month of June 2010 was 1.5 million!! I’m a true believer in GOD. But I often pray and wonder about my future in America today, the land of equality freedom and liberty.
Again; Mr. President, Congress, Senator’s. You give the 99er’s an executive order. As forgotten bewildered and broken soldiers. We command congress to an extension to liberty justice in the name of survival!!
Rescue the 99er’s from the depths of despair, suicide, homeless and wondering aimlessly in a barren jobless land; for it is your duty as men not leaders to obey and command your OATH! To protect serve your fellow citizen’s without discrimination or malice.
I hereby command all 99er’s to converge on Washington D.C. on 9/11/2010 in the name of survival and not to sit back as peasants to your own execution. Remember your voice and vote counts. Let Washington hear us as well…. Send your voices, thoughts, concerns and hearts. Yes We Will And Yes We CAN!!!!!

THANK YOU SENATOR STABENOW ! You know how tough it is for the long term unemployed ! Even though im from Michigan we can feel the effects of the jobless situation nationwide ! Maybee all the congressmen and women can step back and look at the whole picture ! Were not going away ! The economy wont get better until the unemployement numbers go down . Preisdent Obama knows it you know it and so does all the long term unemployeds know it . I voted all Democratic in the primaries last Tuesday. If there is a glimmer of hope you brought it to us ! PLEASE DONT LET US DOWN ! All the senators know our plight ! But lets see which ones really care ! I wont be a long term unemployed till the end of November . I feel very lucky for that . Please senator keep bringing up the long termed I know you wont forget about them . Their famlies depend on you and other senators to do what is right .
